On the other hand, there appears to be consensus on calling it The Fundamental Laws of Wintreath, so consider that portion locked-in.

What about the Fundamental Laws? In 1906, the Tsar of Russia issued the Fundamental Laws which served in effect as a Constitution. They removed his absolutist autocratic power and created a two-tiered parliamentary system whose approval was required to enact laws. That's pretty much what we're doing. And it sounds cool.
